Then you blow up a balloon.

Then cut off the top of the balloon.
The piece with the knot you now slip over the cardboard roll.
The balloon's stuck.
Fix the balloon with adhesive tape.
Now you can fill the cannon/missile with confetti or pompons.
Then pull the balloon down and let go.
The confetti are hurled up and create a magnificent confetti rain.
Now the confetti collects again and repeats the spectacle. These confetti cannons guarantee fun on a children's carnival or also on a child's birthday party.

We didn't even inflate the balloon before cutting it off, but just knotted the opening and then cut a piece down. It worked fine.
