First of all, you need a picture of yourself or the birthday boy, make a black-and-white copy of it.
First cut out the head shape, leave the upper body on it. You can cut off long hair so that only the head shape remains.
Stick the head centered on a paper or card.
Press the image firmly.
Cuts short pieces from wool remnants. These can be different lengths (approximately 2 to 4 centimeters long).
Apply glue to the top of the head.
Sticks the short wool threads in different lengths, as hair, on.
That's what it might look like.
The hair's done.
Paints a funny hat on a paper residue. Checks if the size fits.
Cut out the hat.
The hat may still be covered with coloured clay paper circles or painted with patterns.
This hat is another way. Cut it out and stick it on the head.
The hat does not have to have the whole head size. Even a small mini hat can look funny.
That's what the picture might look like. Try out what you like better.
Take a little ponbon/or wuschel and stick it as a clown nose on your photo.
Your face, now funny, is ready.

Cut out the balloon.
Tie a wool thread around the narrowest part of the balloon. Leave the thread a little longer.
Find a nice spot on your ticket for the balloon.
Creates one or more more balloons. Binds a wool thread to each balloon.

You can stick another piece of thread on the hat as a hat band.
